1. Why is a loop antenna restricted as to watts?
2. Does a loop antenna need to be elevated above the roofline?
3. Can a loop antenna be effective if placed outside but between my house and my neighbor's house? The neighbor's house is approx 25" (8 M) from my house.

1. Why is a loop antenna restricted as to watts? Watts=Volts between the capacitor's plates. Depends on dielectricum and distance between plates. Small capacitors = small space = less volts = less watts.
2. Does a loop antenna need to be elevated above the roofline? One diameter size is minimum. More = better.
3. Can a loop antenna be effective if placed outside but between my house and my neighbor's house? The neighbor's house is approx 25" (8 M) from my house. Yes it's fine.
